The Anambra State Government has unveiled plans to establish a “Change Brigade,” a value-driven corps initiative aimed at promoting moral discipline, ethical conduct and positive social behaviour among young people across the state.
The Commissioner for Information and Value Reformation, Law Mefor, disclosed this in Awka while receiving a delegation from Fidelity Bank during a courtesy visit to his office.
Mefor explained that the proposed Change Brigade would serve as a strategic platform for deepening the state government’s ongoing moral and ethical reorientation campaign, particularly among secondary school students.
According to him, the initiative aligns with the second-term agenda of Governor Chukwuma Soludo, branded “Solution 2.0,” which officially commenced on March 17, 2026, with renewed emphasis on value reformation and social rebirth.
The Commissioner noted that the renaming of the Ministry from the Ministry of Information to the Ministry of Information and Value Reformation reflected the administration’s commitment to rebuilding societal values alongside infrastructural development.
“We are considering setting up an ‘Anambra Change Brigade’ in secondary schools to serve as agents of change. We want major banks like Fidelity to partner with us in branding and other areas. Any support will be acknowledged in our materials — that’s solid visibility for you,” Mefor said.
He further stressed that the Soludo administration was determined to build a society anchored on integrity, productivity and responsible citizenship.
“The governor wants an Anambra built on high moral rectitude and a youth population committed to work and progress, not perversion,” he stated.
Mefor added that while the government was investing heavily in physical infrastructure, equal attention must be paid to the moral upbringing of the younger generation.
“Mr. Governor is building massive physical infrastructure. But who are we building these for if the youths who will become adults of tomorrow then have lost their way? We are embarking on an aggressive ethical and moral rebirth to correct that,” he added.
Speaking earlier, the Regional Bank Manager of Fidelity Bank, Ugochukwu Anwusi, congratulated Mefor on his reappointment and described him as a key figure in driving the policies and programmes of the Soludo administration.
Anwusi noted that the bank identified strongly with the government’s value reorientation initiative and pledged support for programmes targeted at instilling ethical values among students and youths.
He assured the Commissioner that the bank would explore areas of partnership capable of advancing the moral and ethical transformation agenda of the state.
The Fidelity Bank delegation also included Chinenye Ekpe and Chigozie Adiele from the bank’s Ziks Avenue Branch in Awka.
