CARSPO 2026: Police chiefs converge on Owerri to chart roadmap for 2027 election security

The Imo State capital, Owerri, is set to host the sixth edition of the Conference and Retreat for Senior Police Officers, CARSPO 2026, as the Nigeria Police Force brings together its senior leadership for strategic discussions on securing the 2027 general elections.
The three-day conference, which opens today, is taking place at a critical point in Nigeria’s political and security calendar, with the 2027 elections drawing closer and concerns over emerging threats to the electoral process.
The theme of the conference, “Developing a Nigeria Police Roadmap for Effective Management of Security During Elections,” reflects the priority attached to strengthening the capacity of the police to manage electoral security before, during and after the polls.
The gathering provides the Force with an opportunity to move beyond routine election deployment and develop a coordinated, intelligence-driven and technology-supported approach to protecting voters, electoral officials, candidates and election materials.
Discussions are expected to focus on intelligence-led policing, police-community partnerships, digital technologies, artificial intelligence and other contemporary approaches capable of improving police operations and strengthening public confidence during the electoral process.
Ahead of the opening ceremony, the Inspector-General of Police, IGP Olatunji Rilwan Disu, inspected the conference venue as part of final preparations for the event. The inspection underscored the importance the Police High Command attaches to the successful hosting of the strategic gathering.
The conference is expected to bring together officers of the rank of Commissioner of Police and above, policing experts and relevant stakeholders to examine current security realities, emerging electoral threats and lessons from previous engagements.
Unlike a routine annual meeting, CARSPO 2026 comes with the responsibility of translating operational experiences and contemporary security challenges into a practical roadmap that can guide police commanders across the country ahead of the 2027 general elections.
Since its maiden edition in 2019, the Conference and Retreat for Senior Police Officers has provided a platform for peer review, exchange of operational experiences and discussions on emerging challenges confronting policing in Nigeria.
Previous editions have addressed issues relating to leadership, operational effectiveness, community engagement, accountability and the changing nature of criminality. However, the sixth edition carries a distinctly forward-looking focus, given the security requirements of another nationwide electoral exercise.
The conference is expected to examine the entire election-security chain, including intelligence gathering, threat assessment, early identification of flashpoints, deployment of personnel, protection of electoral infrastructure and effective communication among security agencies.
The emphasis on technology is also expected to feature prominently in the discussions, reflecting the growing relevance of artificial intelligence and digital tools in contemporary security operations.
Beyond technology, participants will be expected to examine the role of communities in preventing violence, identifying emerging threats and improving relations between law-enforcement personnel and citizens. The security arrangements are considered essential to the successful hosting of an event involving senior police officers, security experts, government officials and other participants from across the country.
Beyond its security and institutional significance, the conference is also expected to generate economic activity across Owerri. Hotels, restaurants, transport operators, food vendors and other businesses are likely to benefit from the increased presence of participants and visitors.
The movement of people between hotels, the conference venue, the airport and other locations is also expected to increase patronage for internal transportation services and other small businesses.

The police will also be required to maintain professionalism, impartiality and respect for the rights of citizens while managing political actors and competing interests throughout the electoral process.
Consequently, the theme of CARSPO 2026 places emphasis on the need for a comprehensive roadmap covering the entire electoral cycle rather than focusing exclusively on security operations on election day.
As the opening ceremony begins in Owerri, attention will be focused on the quality of ideas and strategies that emerge from the discussions.
For the Nigeria Police Force, the conference offers an opportunity to combine lessons from previous engagements with modern policing methods, intelligence, technology and community participation.
For Imo State, it provides an avenue to host a major national gathering while stimulating economic activity across Owerri.
