Morocco Names Fatima Zahra El Mansouri as First Woman Prime Minister

King Mohammed VI has appointed Fatima Zahra El Mansouri, the lawyer and former mayor of Marrakech, as Morocco’s first female prime minister, making her only the second woman to lead an Arab government after Tunisia’s Najla Bouden in 2021. Her Authenticity and Modernity Party won 97 parliamentary seats in the 23 September election, and she now faces the task of assembling a coalition.
“We have turned the page,” El Mansouri said of the coalition talks with rival parties, signalling an intent to move quickly on government formation. The appointment has been widely welcomed across North Africa as a milestone for women’s political representation in the region.

Five African Leaders Join Groundbreaking for $16bn Kenyan Refinery

Five African heads of state gathered in Kenya this week for the groundbreaking of a $16 billion refinery project, part of a wider continental push toward downstream energy self-sufficiency that has gathered pace since Nigeria’s Dangote refinery reshaped West African fuel markets. President William Ruto used the occasion to press Kenya’s case as a future regional energy and logistics hub.
Elsewhere on the continent, Burundi became the 14th African nation to accept deportees from the United States, with presidential spokesperson Nancy Ninette Mutoni confirming on 29 September that only individuals with no terrorism links or pending prosecution would be received, as the government prepares housing and community support. In South Africa, President Cyril Ramaphosa launched a 90-day emergency plan on gender-based violence after the discovery of twelve women’s bodies near Johannesburg, including safety audits of street lighting and abandoned buildings.

Nigeria Marks 66th Independence Anniversary as Tinubu Returns and Declares Himself ‘Ready to Kick’

Nigeria marks 66 years of independence today, with the Federal Government declaring Thursday, 1 October a public holiday for the anniversary. The commemorations come a day after President Bola Tinubu returned to Lagos following a four-week working stay in Europe, telling reporters he was “ready to kick, ready to work” and dismissing health speculation as “rumour” and “politics.”
The president’s extended absence, which ran from 30 August to 29 September, had revived debate over Section 145 of the Constitution, which requires a president travelling abroad to formally hand over to the vice president in writing. Vice President Kashim Shettima’s own travel to the UN General Assembly during the same period sharpened questions about which of the two men was formally in charge. Former Vice President Atiku Abubakar said Tinubu’s return “does not resolve” the constitutional questions raised by the trip and called for a transparent account of its outcomes.
Separately, the National Assembly has extended the capital component of the 2025 budget through 31 December 2026 — the fourth such extension since December — to allow ongoing projects to be completed, even as public service unions threaten a nationwide strike from 2 October over petrol prices and the cost of living.

3D NNPC Equity Biofuel and Ogun-Osun River Basin Authority Sign Partnership Agreement

3D NNPC Equity Biofuel Limited, an NNPC-linked biofuel venture headed by Managing Director Patrick Azi, and the Ogun-Osun River Basin Development Authority signed a partnership agreement this week, according to the parties involved. The two organisations confirmed a formal signing took place, positioned around feedstock cultivation, irrigation, and land access to support biofuel production in the river basin’s catchment area.
At the time of going to press, Diaspora Dispatch was unable to independently verify the full terms of the agreement or obtain a published statement from either party. Mr Azi in his speech charged the MD and CEO of ORBDA Engr Deji Ashiru to encourage the farmers to take this partnership as a serious business since they have resources to produce cassava which is the main product needed to produce Biofuel.
