BIU – Borno State Governor, Professor Babagana Umara Zulum, on Thursday commissioned a fully remodelled “Second Chance School” in Biu Local Government Area, specifically designed to empower vulnerable girls and women.
The facility is part of a strategic initiative aimed at providing a second pathway to education for adult women who either missed formal schooling or were forced to drop out due to various life challenges. The school’s curriculum focuses on comprehensive skills acquisition, digital literacy, and basic numeracy and literacy training.
With the Biu centre now active, the Zulum administration has successfully established three such specialized institutions across the state, with others already operating in Maiduguri and Bama.
N1 Billion SME Disbursement

In a major boost to the local economy, Governor Zulum also disbursed N1 billion to small and medium-scale enterprises (SMEs) across five local government areas in Southern Borno: Biu, Hawul, Shani, Bayo, and Kwaya-Kusar.
The Governor explained that this direct capital injection is vital for fostering grassroots development and economic self-reliance during the state’s post-insurgency recovery phase.
Employment and Health Sector Support

During his visit, the Governor addressed youth unemployment and health sector needs through several key directives:
- Youth Employment: Ordered the immediate recruitment of 200 young individuals from the Biu Local Government Area.
- Healthcare Recognition: While visiting Biu Specialist Hospital, the Governor announced the automatic and immediate employment of several volunteer health workers who have been serving the facility.
Infrastructure and Welfare Inspections
Governor Zulum also conducted an inspection of the 100-unit teachers’ housing estate currently under construction in Biu. The project is part of a broader motivational strategy to attract and retain high-quality teaching professionals in public schools.
Additionally, he directed the immediate commencement of rehabilitation work on the Borno State Hotel Annexe in Biu to improve government-owned hospitality infrastructure in the region.
