The Federal Ministry of Works has validated its 2026 Performance Management System (PMS) Plan and unveiled a reviewed Strategic Plan covering 2024 to 2027 as part of efforts to improve accountability, efficiency and infrastructure delivery across the country.
The decisions were reached during a one-day sectoral retreat organised to review and validate the Ministry’s performance framework and strategic direction.
Speaking at the event, the Minister of Works, Engr. David Umahi, represented by the Minister of State for Works, Bello Muhammad Goronyo, said the retreat provided an opportunity to align the Ministry’s performance management system with national development priorities.

He noted that the exercise would strengthen institutional planning, digital transformation, accountability and performance evaluation across the Ministry and its agencies.
According to him, the Performance Management System provides a framework for communication and coordination within the Federal Civil Service while promoting transparency, efficiency and improved service delivery.

The Minister urged participants to contribute ideas that would strengthen implementation and support the Federal Government’s development agenda.
In his remarks, the Permanent Secretary, Mr. Rafiu Adeladan, described the retreat as timely and necessary for improving the Ministry’s capacity to deliver quality roads and bridges nationwide.

“There is no doubt that this retreat will further strengthen performance, accountability, and operational efficiency within the Ministry,” he said.
The retreat also featured presentations on the Ministry’s reviewed Strategic Plan (2024–2027) and the implementation of the Ministerial Performance Management System within the Federal Civil Service.
One of the major outcomes of the meeting was the validation and signing of the Ministry’s weighted MPMS Template by the Permanent Secretary and Directors, signifying their commitment to achieving the Ministry’s 2026 performance targets.
Director of Planning, Research and Statistics, Mrs. Emily Osunde, announced that implementation processes, including the cascading of the framework to officers on other grade levels, would begin on June 15, 2026.
The Director of Human Resource Management, Malam Ahmed Muhammad Tukur, assured stakeholders that recommendations from the retreat would be implemented accordingly.

The Ministry said the exercise reinforces its commitment to a results-oriented performance culture and improved delivery of infrastructure projects across the country.
